The BCH Pilipinas was developed in compliance by Philippine Government to its obligation, under Article 20 of the Cartagena Protocol on Biosafety. The BCH Pilipinas allows easy access to biosafety-related information such as contact details of the Competent National Authorities (CNAs) and its National Focal Points (NFPs); roster of experts on biosafety; relevant laws and regulations governing LMOs; risk assessments, decisions and declarations made on approved LMOs. The site also leads users to activities and opportunities aimed at building capacity for biosafety (i.e. minimize the environmental and health risks of LMOs), such as risk assessment, risk management and risk communication of LMOs

The site also provides links to existing websites/databases of the National Committee on Biosafety of the Philippines (NCBP) and CNAs. The site is regularly updated as new information and decisions on the use of LMOs are generated by relevant agencies.
